A wheel tax is a yearly fee that a city or county adds on top of your state vehicle registration. You pay it when you register or renew. In the places covered here it runs from $10 to $100 a year for a passenger car, and some drivers pay two of them at once.
What a Wheel Tax Is and Who Charges It
The state does not charge this one. Your city, village, town or county does. The Wisconsin Department of Transportation puts it plainly on its site. State law there allows a local government to collect an annual vehicle registration fee in addition to the regular one. The same page says state law does not specify the amount.
That last part explains why two neighbors in two towns can pay different bills for the same car. Each local board picks its own number. Some places charge nothing.
The name is a little misleading. Nobody is out in the parking lot counting your wheels. A Nashville Tennessean report carried by Yahoo Finance says governments that charge them may base them on factors such as vehicle weight or wheel count. In the Wisconsin cities below, a passenger car pays one flat amount per year.

What 8 Cities and Counties Charge
Here are current published amounts for eight places in four states. The combined totals in the Wisconsin rows are simple addition of the city and county lines.
| Place | Yearly amount | Where the number comes from |
|---|---|---|
| Milwaukee, Wisconsin | $41 city plus $30 Milwaukee County, $71 total | WisDOT list, July 2026 copy |
| Madison, Wisconsin | $40 city plus $40 Dane County, $80 total | WisDOT list, July 2026 copy |
| Eau Claire, Wisconsin | $50 city plus $30 Eau Claire County, $80 total | WisDOT list, July 2026 copy |
| Lincoln, Nebraska | $74 for a car owner | City of Lincoln |
| Shelby County, Tennessee | $75 | University of Tennessee county table, 2026 |
| Nashville and Davidson County, Tennessee | $55 | University of Tennessee county table, 2026 |
| Lake County, Tennessee | $100 | University of Tennessee county table, 2026 |
| Indianapolis and Marion County, Indiana | $100 excise surtax for most owners, $240 flat wheel tax for buses, trucks, trailers and tractors | WFYI, August 2026 |
The three Wisconsin rows come from the WisDOT wheel tax list, which names every city and county that charges one. Lincoln posts its figure on the City of Lincoln wheel tax page.
All three Tennessee numbers are from the county wheel tax table kept by the County Technical Assistance Service at the University of Tennessee. Its 2026 column shows Lake County as the highest in the state at $100. Pickett County is the lowest at $10, and some counties show no wheel tax at all. The Indianapolis figures come from WFYI coverage of the council vote.
The Stack: When a City and a County Both Charge
Here is where the bill grows. A city wheel tax does not cancel a county one. The Wisconsin Policy Forum found that in most places either the municipality or the county charges, but not both. It names three big exceptions: Milwaukee, Madison and Eau Claire.
Take a hypothetical driver in Madison with one ordinary car. The Forum reported in November 2025 that the state registration fee was $85 a year for automobiles.
| Line on the renewal | Amount |
|---|---|
| State registration fee | $85 |
| City of Madison wheel tax | $40 |
| Dane County wheel tax | $40 |
| Total due | $165 |
| Local share of the total | $80, about 48 percent |
That is close to half the bill, and none of it shows up in the state fee people quote. A household with two cars pays the $80 twice.
The state side of that renewal has its own reasons for climbing:

Why the Wheel Tax Keeps Growing in 2026
Wisconsin law leaves local governments only a few ways to raise money, and this fee is one of them. The Wisconsin Policy Forum report says statewide wheel tax revenue passed $70 million in fiscal year 2025. A decade earlier it was under $10 million. Revenue grew 12 percent in 2025 alone, the largest yearly jump since 2019.
Milwaukee shows the pattern in one city. It started at $20 in 2008 and went to $30 in 2021. The council then adopted an $11 increase, which brings it to $41.
Indianapolis is the newest example. On August 10, 2026, the City-County Council overrode a mayoral veto by a 17 to 7 vote. WFYI reported that most Marion County vehicle owners will now pay a $100 annual excise surtax, up from a $7.50 minimum. Owners of buses, trucks, trailers and tractors will pay a flat $240 wheel tax, up from $10 to $40. The measure is expected to bring $100 million for county roads next year.
A separate yearly bill hits car owners in states that tax the vehicle by its value:

Who Does Not Have to Pay
Exemptions are local, so read the rules for your own address. Two published examples show how different they can be.
- Wisconsin: the fee covers automobiles, autocycles and trucks registered at 8,000 pounds or less. WisDOT lists plates such as Antique, Collector, Historic Military, Hobbyist and Medal of Honor as exempt. Special plates issued to a farm truck or motor home are exempt too.
- Omaha: a city questions page, which carries no date, says active duty military and full-time students can get an exemption sticker. Proof of a current registration from another state or another Nebraska county is required. Each sticker costs $5 on that page.

Can You Deduct a Wheel Tax?
The IRS page on deductible taxes sets two tests for personal property taxes. The tax has to be based only on the value of the property, such as a car. It also has to be charged on a yearly basis.
A flat wheel tax passes the yearly test. It does not fit the value test, because a $40 fee is the same for a new truck and a ten-year-old sedan. Charges that are based on value are a different case, so check how your own local tax is calculated.
How to Check Your Own Wheel Tax in 5 Steps
A wrong line on a renewal is easier to fix before you pay than after. These steps take a few minutes.
- Find the local line on your paperwork. WisDOT says the certificate of registration will indicate that a municipal or county fee was paid. The Omaha page says it is printed on the receipt from Douglas County.
- Check the address on your registration. In Wisconsin the fee applies to vehicles kept in the city or county that charges it.
- Look up the current amount on the official list for your state or city, then compare it to your bill.
- Read the exemption list for your plate type and your situation.
- Call the office that collects it if the numbers do not match. Omaha sends questions to its Finance Department, and elsewhere the county clerk or motor vehicle office is the place to start.
Because it comes once a year, this is an easy bill to forget until the notice arrives. You can plan for it with a free tracker with a row for once-a-year car bills.
The Same Fee Under Other Names
Not every city uses the words wheel tax. The Tennessean report from September 2025 lists Chicago, where a vehicle sticker cost $100.17 for a typical passenger vehicle. It also lists Seattle, which charges a $50 vehicle license fee through its Transportation Benefit District. If your renewal has a local line you cannot place, search your city name with the words vehicle registration fee.
Car costs hide in smaller places too, like the hold at the pump:

Does your city or county add a wheel tax, and did you know the amount before your renewal showed up?
