Car property tax is a yearly tax that some states and local governments charge on the value of your vehicle. The bill comes from three numbers: the value your county uses, the share of that value it taxes, and the local rate. When any one of them goes up, the bill goes up, even on an older car.
That last part is what confuses people. A car loses value as it ages, so it seems the tax would fall every year. Sometimes it does not. And in 2026 at least one city added a new charge on top.

How a Car Property Tax Bill Is Calculated
The bills in this article follow the same basic recipe. Your county looks up the value of your car in a pricing guide. It may tax the full value or only part of it. Then it applies the local rate.
The pricing guide matters a lot. Fairfax County in Virginia uses the January edition of the J.D. Power Official Used Car Guide. St. Louis in Missouri uses the average trade-in value published by the National Automobile Dealers Association. Greenville County in South Carolina uses the Motor Vehicle Values Guide from the state revenue department.
North Carolina works a little differently. A Wake County tax official told WRAL that state law requires vehicles to be valued at retail market value, meaning what the car would sell for at a dealership. In the WRAL example, that retail figure was far above the trade-in value.
The share of value that gets taxed also changes from state to state. St. Louis assesses personal property at one third of its value. Greenville County uses a 6% assessment ratio for personal cars and light trucks. Fairfax County applies its rate to the full value and then subtracts a state relief amount.
Why Your Car Property Tax Went Up on an Older Car
Here are four reasons, and each one shows up on an official page or in local reporting.
The value did not fall. Fairfax County says a vehicle normally loses value every year, but the pandemic drove values up. Its FAQ says used cars gained value because fewer people were selling their older cars.
The guide uses a higher price than you expect. In a 2025 WRAL report on North Carolina car tax values, the state valued one SUV at $20,090. Kelley Blue Book put its private sale value at $15,610 and its trade-in value at $13,724. The tax followed the higher number.
Relief shrank. Virginia pays part of the tax on the first $20,000 of a personal vehicle. In Fairfax County that relief rate was 60.5% in 2017 and is 49% in 2026, according to the county relief page. Less relief means a bigger bill on the same car.
New local charges. In August 2026 the Indianapolis City-County Council overrode the mayor and approved higher vehicle taxes. WFYI reports that most Marion County vehicle owners will pay a $100 annual excise surtax, up from a $7.50 minimum.
Nobody expects a ten-year-old car to cost more to own every fall. It feels backwards, and in a way it is.
The registration side of the same bill can climb for its own reasons:

Car Property Tax Rules in 4 Places
Rules differ from place to place, so the four places below are examples, not a full list. Fairfax County explains its relief math on the Fairfax County vehicle tax subsidy page and its appeal rules in the Fairfax County vehicle tax FAQ. St. Louis lists its rules on the City of St. Louis personal property page. Greenville County answers common questions on its Greenville County vehicle FAQ. North Carolina describes its system on the NCDMV vehicle property tax page.
| Place | Value used | Share taxed | When it is due | Ways to ask for a lower value |
|---|---|---|---|---|
| Fairfax County, VA | J.D. Power Official Used Car Guide, January edition | Full value at $4.57 per $100, minus state relief of 49% on the first $20,000 in 2026 | October 5 for most bills, February 15 for cars bought or moved in on or after July 1 | Appeal form for body damage, rust or excessive mileage |
| St. Louis, MO | NADA average trade-in value | One third of value | No later than December 31 | Not stated on the page |
| Greenville County, SC | State Motor Vehicle Values Guide | 6% for personal cars and light trucks | In the month of your registration, before the plate is renewed | High mileage reduction |
| North Carolina | Retail market value, per Wake County in WRAL reporting | Not stated on the NCDMV page | Paid together with the registration renewal | Appeal to the tax assessor in your county |
Two of these are worth a closer look. In North Carolina the tax and the registration are billed together, so you pay both at the same time. In South Carolina the tax must be paid before a license plate can be issued or renewed.

The Math on a $30,000 Car in Fairfax County
Fairfax County publishes a worked example for a personal car valued at $30,000 in tax year 2026. Here it is, step by step.
| Step | Math | Result |
|---|---|---|
| Tax on the full value | $30,000 x $4.57 per $100 | $1,371.00 |
| State relief on the first $20,000 | $20,000 x $4.57 per $100 x 49% | minus $447.86 |
| What the owner pays | $1,371.00 minus $447.86 | $923.14 |
Now a hypothetical. Keep the same car, the same value and the same rate, and change only the relief to the 60.5% the county lists for 2017. The relief would be $552.97 and the bill would be $818.03. That is $105.11 less than the 2026 bill, with nothing about the car changing.
St. Louis shows its own simple example. A car with a $15,000 market value has an assessed value of $5,000, because the city assesses at one third of value. The tax is then charged on that $5,000.
The bill arrives once a year, so it is easy to forget until it lands. You can keep each notice in one place with a free tracker for logging each car tax bill next to the value the county used.

How to Ask for a Lower Car Property Tax Value
- Find the value on your bill. That is the number the tax was built on, not the price you paid.
- Compare it with your car. Fairfax County names body damage, rusting and excessive mileage as the conditions it uses most frequently to adjust a value.
- Gather proof. WRAL reports that owners who can document high mileage, damage or rough condition may get the value lowered.
- File with the right office. NCDMV says value questions and appeals go to the tax assessor in your county, not to NCDMV. Fairfax County uses a vehicle tax appeal form.
- Pay on time while you wait. North Carolina charges interest of .75 percent per month starting the second month after the due date.
- Report a sale or a move. Fairfax County prorates the tax for the time the car was normally kept in the county, so tell the county when you sell or move it.

Is Car Property Tax Deductible?
Part of it can be. The IRS page on deductible taxes says deductible personal property taxes are those based only on the value of property such as a car. The tax must also be charged to you on a yearly basis.
Flat charges that are not based on value do not meet that test. A yearly bill based on the value of the car, like the Fairfax County bill, fits that description. A flat fee does not.
There is a ceiling too. The IRS says the total deduction for state and local taxes is limited to $40,000, or $20,000 if married filing separately. That limit is subject to an income test but is not reduced below $10,000. You only get this deduction if you itemize.
